A new type of literacy is required in the hyper-connected society. In a digital environment with new introduced characteristics such as bi-directionality and networking, it is necessary not only to have a good ability to utilize information technology, but also able to critically select and utilize information. The current digital literacy measurement system shares many characteristics in various institutions and countries. It is important to move in different directions without a framework that focuses on any one technology or approach. Therefore, this paper emphasizes a specific framework for applying digital literacy in a hyper-connected society, and analyzes and reorganizes the definition of digital literacy so that organizations and individuals can better standardize elements thereby can be accessed more easily. This will enable educators to better see and explore the ongoing adjustments to areas of expertise caused by the emerging technological advancements in education. This will improve the understanding of digital literacy in a hyper-connected society, create new understandings, and identify better programs in a constantly changing learning environment.
