2008년 노인장기요양보험이 실시된 지 2년이 지난 최근의 시점에 요양보호사의 자질과 서비스의 질 저하 등에 대한 논의가 자주 제기되고 있다. 노인장기요양보험이 갖는 여러 의미 중에서도 가장 중요한 것은 가정 안에서 개인이 짊어지는 보살핌노동이 본격적으로 사회화되었다는 것이다. 서구 복지국가에서도 보살핌노동이 비공식 영역에서 공식영역으로 사회화되어갈 때 주로 여성들이 많이 참여하였던 요양보호업무가 저임금화, 비정규직화되어 결국 요양보호서비스의 질적 저하로 이어진 경험이 있었다. 이처럼 요양보호사의 전문성을 확보하는 것은 전반적인 요양서비스의 질을 높이는 데 밀접한 관련이 있으며 또한 노인장기요양보험의 효과적 정착을 위해 매우 중요하다. 본 논문에서는 실제 요양시설에서 근무하는 요양보호사 10명의 심층면접을 통하여 참여자관점으로 요양보호사의 직무의식을 분석하고 교육내용의 문제점을 파악하여 교육제도와 관리, 교육 내용 및 방법, 전문성 향상을 위한 근로체계 등의 영역 등에서 개선안을 제시하고자 한다.


In 2008, Long Term Care Insurance for the Elderly was introduced in Korea. After two years, there has emerged the discussion about the quality of care workers and care service. Amongst the meaning of introducing Long Term Care Policy, the important fact is that caring work for elderly people was socialized. The burden of caring work was, partly, shifted from the individual's shoulders to the responsibility of the nation. Currently, Long Term Care Insurance is understood to be administered in the society. However, there are tasks to get over and problems to solve such as low-income and instability of care work. In western countries in 1990s, when caring work was transferred from informal sector to formal sectors, a similar situation occurred. This paper, using 10 in-depth interview cases, aimed to analyse care workers' occupational consciousness and the problems of education programs. As a result, the ways of improvement were suggested in three sections: education programs and inspections; education contents and methods; and a working system. In the section of education programs and inspections, the expansion of the education period, improvement of the applicator's condition and inspection were proposed. For education contents and methods, the expansion of the basic curriculum, introduction class for positive occupational consciousness and field related practices were offered. Lastly, for the improvement of a working system, a promotion or incentive system should be implemented. Also care worker's positions could be classified by career and educational background for preventing occasionally occurring transition. Furthermore, an interactive communicating environment will help care worker's active participation in the work place.
