The purpose of this study was to find out the effects of environmental education using values clarification on the pro-environmental attitudes of elementary school students. The subjects of the study were the 5th grade students of an elementary school (A) located in Incheon Metropolitan City. The education program using values clarification was provided to the experiment group(n=30)while lecture-oriented education program was provided to the comparison group(n=24). The result showed the program using values clarification posed greater impacts than lecture-oriented program. By themes, attitudes regarding all themes were improved. In particular, students showed much greater improvements in the theme of food than those provided with lecture-oriented program. In addition, greater improvements were observed in general, water pollution, and food themes of behavioral domain than lecture-oriented environmental education program. The result of this study signified that the environmental education program using values clarification has positive and effective impact on the changes in recognitions and values of environmental conservation and the creation of behavioral attitudes.
