Plans and design criteria limit the property right. Therefore, making the definite guideline is very necessary to planning for the success of the project in the future. Comparing to the scale and use of buildings by time and space in the detached residential area which combines residential and commercial uses, this study presents the guideline for the district unit plan to improve amenity in public land development projects and to stop changing the plan through popular complaints. A time series analysis suggests that design criteria of the scale and use of buildings have been strengthening environmental-friendly development and pleasant residential environment. But the regional analysis shows the indefiniteness of design criteria because people living in the area insist on modifying the plan to match customer specifications and other development cases they want.
