Former days, development of residence in pre-existing urban district is diagnosed region with physical environmental basis and promoted regeneration project without considering dweller’s social and economic condition. Physical and socio-economical diagnose levels are can be distinguished through the calculating weight of diagnosis items and the setting the socio-economical criteria that can be understood selection standard of deteriorated residences. That could be suggest about supplementation and phased maintenance about specifying criterion of scheduled maintenance district and submit documents for district designating. The Diagnosis items for deteriorated residence is established through the study about relative law and books. Based on relative idea, principal words are selected. And preliminary diagnosis items are selected through the establishment guide for basic plan for adjustment of urban and housing environments, relative administrative documents and case study in project. And final diagnosis items is selected from preliminary items with considering urban-locational, socio-economic and physical -environmental characters. Main and sub categories of diagnosis items are analyzed with mutual comparison. Detailed category of diagnosis items is analyzed with Likert scales(scale of one to five) weight analysis and averaged value. and the weights are drawn from the values As a result of the analysis about 38 diagnosis items of deteriorated residence, important sequence is physical environment(37.4%), socio-economical environment and urban-locational environment(35.3%). Land use is most important in the sub category of urban locational environment, population and household is most important in the sub category of socio-economical environment and infrastructure is most important in the sub category of physical environment.
