본 연구는 부적절한 기술적 관리로 인하여 환경위기가 발생한 시화호 환경정책사례를 분 석한다. 시화호 정책사례는 계획 및 목표의 불명확성, 목표와 수단의 부정확한 연결, 의사 결정과 정책과정상의 문제, 조직적, 경제적, 사회적 환경을 포함한 환경위기발생의 문제들 이 중복 및 중첩되어 있다. 특히 시화호 환경위기발생 이후 시간의 흐름에 따라 새롭게 부 가되는 환경문제, 또한 그에 따른 정책착오와 사회구성원간의 재조정과 합의과정의 문제 등을 담고 있다. 그러므로 이 연구는 시화호 환경위기의 완화 및 확산, 정책의 결정, 집행 등 정책과정별로 구분하여 지역의 환경문제를 해결하기 위해 중앙정부와 관련된 지방자치 단체 및 시민단체의 직ㆍ간접적 긴밀한 협력과 함께 개발과 보전을 적절히 조화시키는 환 경위기관리정책에 공헌하기를 기대한다.


This research analyzes the case of the Shihwa Lake with the environmental crisis caused by an inappropriate technological management. There are the uncertain of planning and goal, the inaccurate connection between goal and means, the problems of decision making and process, the overlapping the problems of the environmental crisis with organizational, economic, and social surroundings in the case of the Shihwa Lake. Particularly, the case includes the continuous and additional environmental problems after the first environmental crisis of the Shihwa Lake, the policy mistakes, and the breakdown of coordination and agreement among the members related to the Shihwa Lake. Therefore, this research suggests that the case of the Shihwa Lake will contribute to the environmental policies to solve local environmental crisis through the cooperations among central, local, and non-profit governments for the development and preservation.
