본 연구의 목적은 버스교통 운영방식이 민영제의 효율성과 공영제의 공공성을 살려 운영 하는 준공영제 정책의 방식으로 가고 있는데 대중교통으로서 효과성을달성할 수 있는 교통 정책인지 알아보고자 하였다. 그리고 과연 준공영제란 어떠한 것인지를 좀 더 알아보고자 하였으며, 준공영제의 모형은 어떤 것이 있는지, 또한 버스준공영제 정책의 유형은 어떠하 며, 국내외의 준공영제 정책의 사례는 무엇이 있는지도 알아보고자 하였다. 국내의 버스준 공영제는 주로 수입금공동관리제와 재정지원제도를 통하여 실시하고 있으며, 국외의 버스 준공영제는 일본의 경우 노선, 차량과 시설은 지자체가 소유하고 운영권만 위탁하고 있으 며, 미국과 영국도 민간위탁제 방식으로 실시하고 있었다. 준공영제는 노선권확보, 버스재정지원, 수입금공동관리 및 환승제에 의한 것이 있으며 이 를 통해 도시 대중교통효율화를 이루어야 할 것이다.

Today it is going to Bus Quasi-Public to bring the efficiency of private management system and the community of public management system. And it is purpose to know more what Quasi-Public System is. In America and England is private charge method. The Quasi-Public System have to accomplish the efficiency of urban mass traffic from line right guarantee, financial support system, income cooperation management system and mass transit bus system.
