The purpose of this research is to longitudinally examine how community participation process has been developed for eleven years(1999-2009). The classification of community participation based on decision-making process has three dimensions (planning, implementation, evaluation). Using a set of secondary data that is collected by internal propulsion report, external evaluation report, newspapers, books, and public officials interview, the research model is analysed. The results show that the level of community participation has been continuously increased but such a participation has been limited to implementation stage of decision-making process. Finally, this paper discusses policy implications of the findings and suggests limitations and future research directions.
