Korean welfare system has isers in Britain's New Deal system work with 30 and about 100 participants depenbeen developed as social safety net since so-called IMF crisis in 1997, which means that the share of welfare in the Korean government budget has been increased rapidly. However, the outcome of Korean welfare was unsatisfactory in comparison with the government budget. Some experts and bureaucrats ascribe the dissatisfaction to the problem of delivery system. This paper reviews the British delivery system to get some kinds of reform clue of Korean delivery system. As a result, British system turned the direction of the provision of welfare by government into mixed economy of welfare. In addition, the constraint is resources: activation policies were introduced in Korea with caseloads of 250; while personal advding on the scheme. This paper argues that in order to make progress in Korean delivery system, the civil servants who work in welfare division should be supplemented.
