본 연구의 목적은 우리나라 스포츠마사지의 발전을 위해 스포츠마사지사 자격을 공인하는 제도의 도입이 필요함을 인식하며, 국내․외의 스포츠마사지사 자격 제도 및 공인 자격제도의 관계 법령과 실태를 살펴 스포츠마사지사 자격의 공인 제도 도입을 위한 과제를 제언하는데 있다. 이에 따라 스포츠마사지의 의의와 발전과정, 자격의 개념과 기능 및 21세기 사회에서 자격이 갖는 의미, 우리나라 자격제도의 발전과정과 운영 현황, 자격제도와 관련한 국가적 책무, 외국의 자격제도 운영 실태 및 시사점, 우리나라의 자격제도 운영 실태 및 스포츠마사지 자격을 둘러싼 법적 논쟁의 실체, 자격제도의 문제점을 문헌연구를 통해 규명한 뒤 우리나라에 스포츠마사지 공인 자격제도를 도입하기 위해 필요한 과제를 제시하고자 한다. 스포츠마사지 및 자격제도와 관련한 이론적 배경을 검토하고, 국내․외 자격제도의 실태를 분석한 결과 다음과 같은 세 가지 문제점을 찾아내었다. 첫째, 공신력이 미흡한 민간단체가 스포츠마사지사 자격증을 남발하여 국민 건강을 해칠 우려가 있다. 둘째, 스포츠마사지사 입직을 희망하는 사람들이 지불하는 자격연수비용과 무자격자 양산에 따른 악화된 건강의 회복에 소요되는 비용이 커 국민 경제에 미치는 부정적인 파급효과도 엄청날 것이다. 마지막으로, 스포츠마사지는 안마와는 상이함에도 현행 「안마사에 관한 규칙」에는 안마와 마사지를 구분하고 있지 않아 일반인들의 직업선택의 자유를 제한하여 기본권을 침해하고 있다. 이러한 문제점은 결국 스포츠마사지사의 국가 공인 자격제도의 도입을 통해 해결이 가능하며, 스포츠마사지 공인 자격제도를 도입하기 위해 필요한 과제로 다음의 세 가지를 제시한다. 첫째, 안마사와 스포츠마사지사가 병립하여 공존할 수 있는 정책의 마련이 시급하다. 둘째, 유사의료행위를 활성화하여 그 기반을 조성해 나갈 필요가 있다. 마지막으로, 기존의 스포츠마사지사 자격 발급 민간단체를 국가자격체계(National Qualifications Framework) 내에 편입시켜 사회 자본화할 필요가 있다.


This research has recognized the need to implement a system to officially certify sports masseuses in order to develop the sector of sports massage within our country and will propose the tasks in order to implement an official system which certifies sports masseuses by examining the related laws and conditions for sports massage certification system and processes. The research will clearly define the development process of sports massage, concept and functions of certification, the development and operation within our country, national responsibilities related to certification regulations, the current conditions and realities of sports massage certification within our country, and research on the realities and problems of the certification system. Following this, the research will propose the necessary tasks in order to implement an official sports massage certification system. Upon an examination of the background issues related to sports massage and certification systems, this research has concluded the following three issues related to the certification system of sports massage within our country. First, with the exception of two official institutions which provides official certification for sports masseuses, most of the certifications within our country are provided by civilian institutions, and as a result, most of the sports masseuses operating within our society potentially possess no real and adequate training within the field of sports massage. Such fact, in turn, serve to create additional social problems. Second, the research has revealed that civilian institution issuing sports massage certifications receive substantial training expenses from trainees desiring to work as sports masseuses. In addition, the excessive issuance of certificates by civilian institutions has led to a flood of certified sports masseuses without the actual training and credibility to work as sports masseuses. Such is believed to play a significant role in deteriorating the health of national citizens and create enormous related medical expenses. The flood of non-certified sports masseuses operating within our society is believed to cause an enormous medical costs for our society. Third, although there are differences between sports massage and massage in terms of purpose of treatment, subjects, techniques, and other areas, there are no regulatory differences outlined within 「Laws and regulations for masseuse」. This violates the basic rights of citizens by limiting citizens the freedoms of occupation selection. Such problems are possible to resolve by implementing an official certification system for sports massage and sports masseuses. As a result, this research proposes the following three tasks for the implementation of an effective sports massage certification system. First, regulations which differentiates and yet provides the framework to allow masseuses and sports masseuses to coexist are necessary. The continuing problems raised by masseuses and sports masseuses serves to create a negative effect on our society, which in turn, works to reduce our national competitiveness. Consequently, the government must strive to provide measures which allow for masseuses and sports masseuses to coexist mutually. Secondly, there is a need to promote related medical practices. Such related medical practices can foster much interest by working to improve the lives of citizens. However, if such practices cannot be properly fostered and are only regulated, such acts inevitably serve to become potentially dangerous elements for the national health. Consequently, various policies which can foster related medical practices socially and policy-wise are necessary for sports massage. Lastly, there is a need to socialize the civilian institutions issuing sports massage certifications into the National Qualifications Framework. A a result, the government must select several superior institutions and integrate other civilian institutions based on them. Such will create a civilian-based official certification system, which will work to decrease social costs and maximize the efficiency in the issuance of sports masseuse certifications.
