교육공동체의 기반 구축은 학교내 모든 구성원들의 가치 , 신념, 태도 등의 총체적인 변화를 전제로 한다 . 학교조직문화를 교육공동체 개념으로 전환시키기 위해서는 무엇보다 구성원간 의사소통체제 , 의사소통방식의 변화가 선행되어야 할 것이다 . 이 논문은 학교운영위원회를 중심으로 첫째 , 학교운영위원회 구성원간 의사소통은 어떤 특성을 보이는가 ? 둘째, 이러한 의사소통은 교육공동체 관점에서 어떤 문제가 있는가 ? 셋째, 교육공동체 형성을 위해 학교운영위원회내 의사소통은 어떻게 개선되어야 할 것인가? 등의 질문에 답하고자 하였다 . 분석결과 이 글에서는 의사소통 문제의 근원을 관료주의적위계적 권위주의적 학교문화 , 정보 집중과 독점의 폐쇄적 학교문화 , 제도(환경) 변화에 느리게 반응하는 보수주의적 문화라는 세 가지 학교공동체문화의 특성에서 기인하는 것으로 도출하였으며 , 다섯 가지 의사소통 개선안을 제안하였다 .


This study focuses on the communication among the school governing committee members in schools to establish a collaborative school community. What is the major problem of the communication system in schools, how are certain types of communication system developed, and what kinds of measures are needed to improve school communication to establish school community. To answer these questions, this article focuses on communication system among school governing committee members. The major findings are as follows. First, the main problem of communication in school governing committee can be found in school culture, especially the bureaucratic and hierarchical culture. Principals still have strong power over teachers and parents. In this culture, free and horizontal communications are not possible. Second, school or teacher’s exclusive possession of information related to school and students are another problem that hinders communication among school governing committee members. Parents have little information about their children’s school life and achievement. Teachers do not share these kinds of information with parents and there is no system to share these information among school members. To improve school culture and establish school community, one of the main tasks to be considered is transforming the existing communication systems into collaborative and horizontal ones.
