West German Experience of Recording Human Rights Violations perpetrated by East Germany and Its Lessons and Application for South Korea Yoon, yeo-Sang / Jhe, Seong-HoHuman rights situation in North Korea is getting worse and worse. Now, we had better record North Korean human rights infringements systematically and continuously in order to cut off human rights violation and improve the situation in the Democratic People's Republic of Korea (DPRK). Such a recordong is to be regarded as a national task which could not be postponed anymore. It is legally quite important in the sense that systematic recording of the North Korean human rights infringements declare before the world that North Koreans are all citizens of the Republic of Korea (ROK) and the South Korean government is under an obligation to take care of them. Also it can be an expression of strong will that South Korean people would pay attention to North Korean residents during the Korean Peninsula division period. That is why we should continue to record North Korean human rights trampling on the governmental oe semi-governmental level. Such a work will be helpful for the punishmnet of North Korean human rights offences after the Korean unification.But, it is desirable for us to approach this matter carefully and strategically, considering the special situation of Korean peninsula. More than anything else, it is necessary to determine an appropriate method which sets limits in detail on North Korean human rights recording on the basis of the manifest rules or guidelines. That must properly have a universality and legal justification. In addition, we should utterly control the political use of North Korean human rights recording.
