본 연구는 7차 교육과정에 있었던 여러 논쟁을 분석하여 논쟁의 주요 근원을 찾고, 논쟁의 성과와 과제를 밝히고자 하였다. 본 연구에서는 교과서 중복의 문제를 7차 교육과정 개정에 있었던 논쟁의 시발점이자 주요 근원으로서 진단하고, 새로운 교육과정 시안은 이를 해소하고 있다고 평가하였다. 개정시안은 윤리학을 중심으로 한 학제적 접근을 제안함으로써 타교과와의 중복의 여지를 줄이는 방향을 제안하고, 내용분할형 교육과정 조직방식을 택함으로써 교과 내적인 중복을 줄일 수 있는 방향을 제시하였다. 이러한 긍정적 방향의 개정은 개정과정에 있었는 논쟁의 다양한 입장들의 통합이기에, 개정 논쟁은 결과적으로 도덕과 교육의 정립에 기여했다고 평가할 수 있다. 하지만 논쟁의 주요 근원이 중등 ‘교과서’ 였다는 점을 고려한다면, 개정방향이 실질적으로 교과서에 구현될 때, 그리고 ‘중등’ 교과서 였다는 점을 유의해서, 초등도덕과 교육과정과 교과서는 중등과 다른 초등 도덕과의 중요한 문제가 개선될 때, 실질적 교육과정의 개선이 이루어진다고 주장하였다. 이에 중등의 경우, 정치적 사실과 윤리적 가치규범을 통합하도록 제약 조건을 설정하기 위해서, 교과서 내용제시방식을 바꾸는 일을 우선적 개선 과제로서 주목하였고, 초등의 경우, 덕교육의 이론적 기초 정립과 교과서에 수록될 이야기의 선정과 재구성을 유의해야 함을 제안하였다.


The Achievement and Task of Arguments about the 7th Curriculum of Moral Education The purpose of this paper is to find out the origination and achievement of arguments about the 7th curriculum of moral education, and then is to discover the tasks to establish the nature of moral education. The moral education textbooks have problems which are not only overlapped with another textbooks, but also repeated same contents in moral education textbook. But thses problems are resolved in the new curriculum plan of moral education, which suggest the changes of the 7th curriculum into the direction of interdiciplinary curriculum in the basis of ethics and the new way of formation of curriculum. Thsese changes are directions of improving the curriculum in terms of resolving matters in the moral education textbook. Arguments about the 7th curriculum are seem to be contributed to establish the moral education. However, it remains two tasks in order to improve the moral edcuation. One is to change the way of statements of contents in secondary moral educaton textbook. The other is to establish the foundation of the virtue education as well as develop stories in the primary moral education textbooks.
