Local governments usually adopt one of the three typical strategies-revenue increasing, privatization, and efficiency improvement-to manage fiscal strains. This study focuses on the third type: the efficiency improvement. In this respect, the main purpose of the study is to measure the efficiency, discuss methods of measuring the efficiency and suggest alternatives to improve the efficiency of urban public service such as refuse collection. Since correct efficiency measurement is prerequisite to efficiency improvement, the study employs Data Envelopment Analysis(DEA), especially CCR(CRS) model as a method to measure relative efficiency of refuse collection service as one of urban public services. One of the major strengths of DEA is that it can consider multiple ono-commensurable inputs and outputs simultaneously without any preliminary weights. The study measures the efficiency of urban public service in 25 autonomous districts of Seoul in 1999.As a result of CCR analysis, P-gu and R-gu are proven to be more efficient than all other districts in human resource management, financial management and equipment management.
