The purpose of this study is to determine how modern urban parks were developed by investigating in detail the backgrounds of establishment and its transfiguration of Yongdusan Park in modern times.Spatial transition of Yongdusan Park concurred with developments of a shrine set around the park. The transitions are classified into five stages, pre-shrine establishment, shrine foundation, shrine expansion, park establishment and park expansion. First, the stage of pre-shrine establishment covered from 1887 till 1898 when so-called Yongdusan shrine was built up. During the stage, a shrine for private belief purposes existed at minimum level. Second, in the stage of shrine foundation from 1899 to 1907, basic components of the shrine were completed. Third, in the stage of shrine expansion between 1908 and 1915, a plan of forming a park around Mt. Yongdu was prepared. Fourth, a modern park was formed around the mountain in the stage of park establishment between 1916 and 1925. Finally, the stage of park expansion was between 1926 an 1945, in the early part of which many park facilities were completed. But the park was closed as the shrine around the mountain became a state-run establishment. It was used only for the shrine until this nation became independent of Japanese colonial rule.
