The triangle capital-complex of the integrated Europe (Bruxelle- Luxembourg-Strasbourg) is located in the area where the member states of the EU can easily approach. But this capital-complex was inefficient because of the distance between these three cities. So it was attempted several times to make a single city as the centre of the EU, but these came to nothing owing to the conflict of the interests among the member states. On the other hand, it is noteworthy that the triangle capital- complex has an important historical meaning which can set off the problem of its inefficiency. These three cities have been the border and conflicting area between France and Germany. Therefore, the capital-complex has the historically symbolized importance as the main aim of the European integration. However, it is not pertinent to see the center of the EU from the view point of the center-periphery in a nation state. Although Europe is economically integrated to a considerable degree, its integration is not yet attained on the political and military levels. Futhermore, it is not the EU, but the member states that have the right of the final decision even on the economic integration. So the center of the EU is not another capital which is added to the capitals of European nation states, but a sort of ‘a subsidiary center’ which plays a role in regulating the conflicting interests of the capitals of the member states on the European level. It cannot be conclusively predicted that the subsidiary character of the center will continue. Its prospect is open in the future, and depends on the degree to which Europe will be integrated economically and politically.
