The 7.1 economic reform in North Korea has significant as much meaning as the land reform conducted by the late leader Kim Il Sung, after the liberalization from Japanese colonial rule in 1945. The reform has strongly and widely influenced on the North Korean society and economy no less than the land reform in 1946. Even though the North Korean executives insist that the recent economic reform is not the capitalistic conversion of the economy but a policy to effectively and strongly drive a central planned economy, it can be seen as a relax of the planned economy in an aspect of that the North Korean government reduces a variety of expenses and payments for which the authority has to be responsible. The measure has been accomplished through the slackness of distribution system, regarding as a core of socialist system. This policy is seemed to be indispensable to a recovery of national economy. The reform will be so desirable for the reform and opening of North Korea. With the reform, North Korean who used to depend on their party newly begins to recognize ‘a value of money’ whether or not the authority intends on. This paper is trying to analyze transitions of economic activity's patterns, socioeconomic spreading effects and finally prospect the possibility of introducing the market economy.
