This study has two aims. One is to examine the causes of the frictions between Korea-U.S. relations in recent years. The other is to suggest the prescription to solve the problem. It seems there are two reasons in relation to the discord between the two countries. First, North Korean nuclear issues have given rise to discord between Korea and the U.S. The Bush administration asserts that North Korea has been developing nuclear weapon programs secretly since the Agreed Framework in October 1994. Bush's hawkish posture on North Korea has significantly damaged the relationship between Korea and the U.S. as well as the U.S. and North Korea. Second, the rise of anti-American sentiment among youngsters is deeply connected with the conflicts between Korea and the U.S.. The democratization and economic success of Korea have caused Korean youth to have strong nationalistic sentiments and national pride. They have begun to question the U.S. on its unfair treatment of G.I crimes. The loosening of security sensitivity mainly due to inter-Korean rapprochement effects more demand for equality and fairness from the U.S. forces in Korea. What should the Korean government do to rebuild the alliance between Korea and the U.S.? First, the Korean government should make efforts to publicize and educate youth and the public about the importance of U.S and USFK for security and prosperity on the Korean Peninsula. Second, the Korean government should develop various ideas for the success of the six-party talks based on close cooperation with the U.S. government. Third, the U.S. government should also try not only to understand the difficulties of a weak partner, but also to amend the unfairness and inequality of the Korea-U.S. alliance.
