AB - Park Geun-hye Administration announced to implement free education for high schoolswithin her term. It is claimed that private high schools’ autonomy would be more limitedthan current education if the free education for high schools is implemented. Moreover, itis alleged regarding the controversy of teachers’ legal share responsibilities that thegovernment or municipalities should be responsible for teachers’ legal share as a part ofexpenses for the free education when implementing the free education for high schools. This study analyzed legal issues of implementing free education for private high schoolsand suggested solution plans as follows: Change the current ‘grants for private school’sinsufficient finance’ to ‘grants for educational finance,’ support standard educationalexpenses same as public high schools even in the case of having teacher selection ofstudents, modify the standard of financial support for private schools, and have mutualagreement between offices of education and schools when determining free education levelby types of private high schools. Furthermore, this study proposed a plan for legal shareresponsibility as a legislative plan for fostering wholesome private schools, a support planfor free education expenses by school type, an implementation plan of a voucher systemfor other payments, and contract on consigned for free education for high schools.
