ABSTRACT

The purpose of this study is to develop a competency model for chief executive officer in Small and Medium Enterprises(SMEs). To effectively accomplish this goal, the Starting from Scratch Method(Lucia & Lepsinger, 1999) was applied and 7 steps of procedure were designed. First, the outstanding CEOs based on their performance were selected for the survey and the BEI(Behavior Event Interview) method was used for interview. Second, the various behavioral cases of the CEOs were collected through the BEI method. Third, the potential competencies were derived by Lucia and Lepsinger's the 3-steps-analysis method, and the definition of each competency was written. Then the competencies were structured and the potential competency model was developed. Fourth, the potential competency model was verified by subject-matter experts. Fifth, the potential competency model was revised based on the subject-matter experts' advise. Sixth, the survey of importance level was conducted with the CEOs who were the awardees of the Quality Competition Excellent Enterprises (QECC). Seventh, the competency model for CEO in SMEs was finalized based on the survey. The finalized 43 competencies were structured by 3 competency areas and 7 competency groups. The 3 competency areas consist of fundamental competency, job competency, and leader compentecy. And the 7 competency groups consist of individual effectiveness, opportunity recognition, expert knowledge, relation building, business management, leadership, and human resource management. Based on the result of survey, the 18 competencies include crisis management, influence, passion for business, ethics, communication, positive mind-set, specific goals and vision and etc. were shown as over 6.0(important) in importance level.
