ABSTRACT

This study is to explore whether infra structure for gender mainstreaming that emphasizes on gender perspective in policy process is established, paying special attention to public sphere. In so doing, firstly concepts, prerequisites and approaches to gender mainstreaming are theoretically discussed. Based on theoretical discussion, infra-structure such as ratio of female civil servants, female members of the National Assembly, and female civil servants in higher ranks are empirically presented in terms of gender equality. After that, institutional infra structure that enhances gender-main streaming such as affirmative action for female civil servants, status of policy units for women issues, and level of budget for women policy are identified. Last but least, gender-stereotypes of women and female managers in terms of cultural infrastructure for gender main streaming are also explored. Findings show that infra-structure for gender mainstreaming in public sphere tends to be limited for appropriate level of gender equality through pulic policy.
