ABSTRACT

Assessing reform needs of the Korean legislative process, it is known that representation process be fortified by adding more opportunity for deliberation and deliberation process for more representation. For the former needs, expansion of interconnectedness, citizen’s participation, discourse are identified as major thrusts, while for the latter, expansion of deliberation objects and timespan and further fairness and freedom in deliberation process. For the former, several reform suggestions are made at input and feedback dimensions and for the latter, at plenary session and standing committees levels. Basically the reform suggestions are to establish a sort of political governance system and thus to promote citizen’s direct participation into the legislative process.
