ABSTRACT
No one would dispute the need to improve English language education in Korea. However, the new government’s policy for strengthening English education has sparked much controversy among the stakeholders. With practical constraints and unclear doubts, students, parents, teachers, and administrators experience some confusions and frustrations about the new policies. The debate is harmless because the dispute about the effectiveness of any given policy is natural considering the fact that social groups normally disagree about how government should approach a given problem. What really matters is how we make the improvement that we pursue with the policies. If we wish to make a policy effective, the policy needs to be evaluated thoroughly and a follow up action –the decision whether to change, modify, or maintain the policy-should be based on the result of the policy evaluation. The purpose of the current study is (1) to provide a knowledge base about some of the fundamental issues regarding English education in Korea; (2) to explore applicable ways to evaluate English education policies; and (3) to suggest a comprehensive model to facilitate a meaningful evaluation of English education policies.
